Ill/criminal movement for political purpose should not be supported by the person who wears ‘Civil/Society workers’ typed dress.

Implementation of the performance management system: turning point of the administrative system

Result-oriented performance management system are in place in the Bangladesh Secretariat. It is a good news. It will increase the efficiency of all ministries as well as government. It will also prepare environment for increasing efficiency of the ministries and boosting their activities to serve people more inclusively.

Annual performance agreements inked to improve public servants performance

Ten annual performance agreements (APAs) were signed on Monday between the Cabinet Secretary and the Secretaries and Senior Secretaries of 10 ministries and divisions concerned, aiming to improve the performance and accountability of public servants.

As part of the ongoing Government Performance Management System (GPMS), the agreements were signed during the regular weekly meeting of the Cabinet held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.

Countries like Australia, Bhutan, Brazil, Canada, Denmark, France, India, New Zealand, the USA and the UK have their own APAs. 

The Cabinet Secretary signed the APAs as the Prime Minister’s representatives and President of the national committee on GPMS, while the Secretaries as representatives of the Ministries and Divisions concerned.

Briefing reporters after the meeting, Cabinet Secretary M Musharraf Hossain Bhuiyan said result-oriented performance management system are in place in various countries of the world in a bid to attain desired goals through enhancing the efficiency and accountability of the government officials.

He said the national committee on GPMS suggested signing the APAs of the 10 ministries and divisions after reviewing those on February 18.

The 10 ministries and divisions which signed the APA are Road Transport and Highways Division, Ministry of Home Affairs, Ministry of Textiles and Jute, Energy and Mineral Resources Division, Ministry of Industries, Ministry of Commerce, Ministry of Housing and Public Works, Bridges Division, Ministry of Social Welfare and Economic Relations Division.

He said this APA is a turning point of the administrative system and would usher in a new era.

With the implementation of the performance management system, it is expected that the efficiency and accountability of the government offices would enhance while the implementation pace of government policies and programmes through intense monitoring would be expedited.

Musharraf Hossain said APA is the major component of the GPMS, undergoing in light with the demand, experience and reality of the country.

The Cabinet Secretary said the meeting was apprised about the steps taken towards implementation of the GPMS.

He said that 38 more APAs are in the pipeline for signing.

The Prime Minister at the meeting directed the officials concerned to discharge their duties with utmost integrity in implementing the working plan of each and every ministry and division to achieve the government’s desired goal.

The Cabinet Secretary said this APA is very important for the government as it would help ensure the accountability of government officials in addition to implementing the government vision.

He said the progress of implementing the APA would be evaluated in every six months while there would be evaluation and monitoring at the end of the year.

Answering to a question, the Cabinet Secretary said the APA would indirectly help curb corruption since this system would make the government officials accountable.

He said the Cabinet at the meeting also put forward some valuable suggestions which would be considered while the GPMS would be improved further in light of the experiences.

The Cabinet meeting was also apprised about the visits of Civil Aviation and Tourism Minister to Japan on September 22-26, 2014 and to the UK on November 3-6, 2014.

Ministers, State Ministers and Secretaries concerned were present at then meeting.

Why people will lose their lives on the rivers





It is not acceptable that the disaster on waterway will continue and Ministers will be shocked for tragic incident on the river, in which so many people will lose their lives.


When the rescue operation has been called off in the morning on February 23, 2015 on Padma after passenger ferry MV Mostofa-3 was pulled out and turned around near the banks of the river, 69 bodies were fished out of the river, more than 20 hours after the disaster.


Last year, a similar accident killed dozens in Munshiganj. In 2012, over 100 people died when a ferry sank on the Meghna after colliding with a cargo vessel.


Accidents on Bangladesh’s vast waterways are badly common that are often blamed on overcrowding,  poor vessel quality, lack of skill of captains etc. Probe committee is also a hopeless practice from which no result is found.


Why it will be happened regularly? Why people will die by this type of accident regularly?

Myanmar revokes Rohingya voting rights after protests

Rohingya Muslims will not be able to vote in Myanmar’s referendum after the prime minister withdrew temporary voting rights following protests.


Hundreds of Buddhists took to the streets following the passage of a law that would allow temporary residents who hold “white papers” to vote.

More than one million Rohingya live in Myanmar, but they are not regarded as citizens by the government.

In 2012, violence between Muslims and Buddhists left more than 200 dead.

The clashes broke out in Rakhine province and sparked religious attacks across the country.

The so-called white papers were introduced in 2010 by the former military junta to allow the Rohingya and other minorities to vote in a general election.

The move to annul the rights is seen as surprising given that it was Prime Minister Thein Sein who originally persuaded parliament to grant them.

The announcement came just hours after demonstrations in Yangon. Those protesting resent what they see as the integration of non-citizens into the country.

“White card holders are not citizens and those who are non-citizens don’t have the right to vote in other countries,” said Shin Thumana, a Buddhist monk who took part in the protest.

“This is just a ploy by politicians to win votes.”

However, Rohingya MP Shwe Maung, whose constituency is in Rakhine, argued that voting rights had only become an issue following the violence in 2012.

Buddhist monks are at the forefront of protests against Muslims. One high profile leader is monk Ashin Wirathu, who recently used abusive language to describe the UN’s special envoy to Myanmar (formerly known as Burma), Yanghee Lee.

In December, the United Nations passed a resolution urging Myanmar to give access to citizenship for the Rohingya, many of whom are classed as stateless.

Diarrhea! Passes out stools by mouth!


Diarrhea is defined as the passage of three or more loose or liquid stools per day (or more frequent passage than is normal for the individual). Frequent passing of formed stools is not diarrhea, nor is the passing of loose, "pasty" stools by breastfed babies.


Diarrhea is usually a symptom of an infection in the intestinal tract, which can be caused by a variety of bacterial, viral and parasitic organisms. Infection is spread through contaminated food or drinking-water, or from person-to-person as a result of poor hygiene.

Interventions to prevent diarrhea, including safe drinking-water, use of improved sanitation and hand washing with soap can reduce disease risk. Diarrhea can be treated with a solution of clean water, sugar and salt, and with zinc tablets.

There are three clinical types of diarrhea:

• acute watery diarrhea – lasts several hours or days, and includes cholera;
• acute bloody diarrhea – also called dysentery; and
• persistent diarrhea – lasts 14 days or longer.

Some people of our country are now suffering from diarrhea and passes stools by their mouth. They are so called ‘Intelligent’ and OMG!, what a misuse of their mouth! So thin, so liquid typed speeches have been passed from their mouth loudly and regularly and after all openly. It is not bedwetting. Bedwetting (nocturnal enuresis) means a child passes urine in the night when they are asleep. Is it gut? The gut (gastrointestinal tract) is the long tube that starts at the mouth and ends at the back passage (anus). What is this? Why they are abusing the power of mouth? Why their speeches are too weightless! Too talkative are they! Won’t the people be free from their diarrhea? Mask their worst smells.

Let the nightmare for people begin!


The ISIS video opens with a black slate that reads, "A Message to Japan." It then shows a kneeling Goto. The man known as "Jihadi John" is standing behind him.
The terrorist speaks in English while holding a knife in his left hand.
"Abe, because of your reckless decision to take part in an unwinnable war, this knife will not only slaughter Kenji, but will also carry on and cause carnage wherever your people are found," the man says. "So let the nightmare for Japan begin."
The video cuts to black as the militant puts the knife to Goto's throat. It then shows the apparent result of the decapitation. It's not clear who conducted the apparent killing.
The knife-wielding masked man with a London accent has been nicknamed "Jihadi John." He has appeared in at least six videos with hostages and has overseen the beheadings of other captives.

This is video of ISIS. They said - 'Let the nightmare for Japan begin'. They have opened burning chamber for burning innocent people.

Over 50 ordinary people have died in arson and petrol bomb attack at vehicles across Bangladesh since Jan 5, when BNP Chairperson Khaleda Zia called an indefinite transport blockade.
Near about 20 general people were burnt alive when petrol bombs were hurled at a bus on the road. Bus, Truck, Rickshaw, Driver, Helper, PSC-JSC-SSC Examinees, ordinary peoples are captured/attacked/kidnapped/blocked/burned. No peoples are supporting these except some intellegent talk-show talkers. Those talkers feel happy inside when a petrol bomb has been thrown to bus/truck/tempu and burnt ordinary people and make these criminal functions as political functions by their thin speech. Almighty Allah give us a mouth and they are making with that mouth weightless, thin, dirty sentences through beautiful words and inform that how the burning can be stopped!! And lastly they inform us - Let the nightmare for people begin!   Shameless!!
